Acceptance of Terms & Eligibility
These Terms & Conditions constitute a legally binding agreement between you and Paylix Technologies (Pvt.) Ltd.. By establishing an account, you affirm that:
- You are at least 18 years of age and hold the legal capacity to enter into binding commercial contracts under Pakistani law.
- You operate a genuine retail business, merchant shop, agency service, or are an authorized individual acting within lawful capacity in Pakistan.
- You are not subject to any statutory disqualification, financial sanction, or regulatory restriction prohibiting your participation in digital payment activities.
- All information submitted during registration is true, complete, and up to date.
Account Registration & Identity Verification (KYC)
To use Paylix payment services and manage wallet balances, you must register an account and undergo identity verification:
- Accurate Credentials: You must register using an active mobile number registered under your own name and CNIC.
- Documentation: You agree to provide clear digital copies of your CNIC, shop photograph, and tax or trade registrations if requested by Paylix operations for tier approval.
- Credential Confidentiality: You are solely responsible for maintaining the confidentiality of your mobile number, OTPs, login passwords, and Transaction PIN. Any transaction authenticated using your PIN will be deemed executed by you.
- Immediate Notification: If you suspect unauthorized access, loss of your mobile device, or PIN compromise, you must immediately contact Paylix Support to temporarily freeze account operations.
Dual-Balance Wallet Architecture
Paylix provides an innovative Dual-Balance Wallet structure to keep operational capital cleanly separated from earnings:
3.1 Main Balance (Working Capital)
Your Main Balance represents your available operating capital. It is funded by adding money via bank deposits, authorized cash-in points, or transfers from your Commission Balance. Your Main Balance is strictly utilized to fund outward payment transactions (such as mobile top-ups, utility bill payments, and customer cash withdrawals).
3.2 Commission Balance (Earned Revenue)
Your Commission Balance holds earned commission income credited from successful, eligible transactions. This balance is segregated so that your profit is never commingled with operating capital, eliminating accounting errors and ledger confusion.
Commissions & Self-Serve PIN Transfers
The platform provides automated calculation, tracking, and settlement of agent commissions:
- Dynamic Commission Rates: Commission percentages or fixed per-transaction payouts vary according to service category, partner provider, transaction volume, or promotional campaign structures set by Paylix management.
- Crediting Timing: Earned commissions are credited to your Commission Balance upon confirmed execution of eligible transactions.
- Self-Serve Transfer: You can transfer funds from your Commission Balance directly into your Main Balance at your discretion through the app.
- PIN Authentication: Each commission transfer requires confirmation with your confidential Transaction PIN and generates a digital transfer receipt.
- Audit Adjustments: If a transaction is subsequently determined to be fraudulent, charged back, or reversed, Paylix reserves the right to reverse the associated commission amount credited for that transaction.
Payment Services & Transaction Processing
Paylix acts as a digital technological platform aggregating payment, top-up, and collection services. The services supported by the platform may include:
- Mobile Load & Airtime Recharge: Top-ups for participating telecom networks across Pakistan.
- Utility Bill Payments: Electricity, gas, water, internet, and municipal utility bills.
- QR & Digital Payments: Interoperable digital code payments and retail checkout settlements.
- Cash In & Cash Out Services: Agent cash collection and customer wallet disbursement services where authorized.
- Bulk Payments & Transfers: Business disbursement and merchant payouts.
Digital Receipts & Ledger Records
Transparency and verifiable records are core to the Paylix system:
- Digital Receipts: Upon completion of every transaction, the application produces an itemized digital receipt detailing the Transaction ID, date/time, customer/reference number, amount, fee, and status.
- Sharing & Printing: Agents are encouraged to download, share, or print receipts for end-consumers as tangible proof of payment initiation.
- Prima Facie Evidence: The digital logs recorded within Paylix servers serve as conclusive evidence of the financial operations executed under your account credentials.
Agent & Merchant Code of Conduct
As an authorized Paylix agent or merchant, you agree to adhere to ethical commercial practices and maintain the integrity of the network:
- Accurate Customer Entry: You must accurately input and confirm customer mobile numbers, utility consumer numbers, and payment amounts before executing the PIN confirmation.
- No Unauthorized Surcharges: You must not levy unlawful, hidden, or exorbitant surcharges on consumers beyond authorized fees and transparent tariff schedules.
- Strict Anti-Fraud Compliance: You must never use Paylix for money laundering, terror financing, processing fake or cloned bills, stolen funds, or illegal gambling activities.
- No System Tampering: You agree not to decompile, reverse-engineer, exploit software vulnerabilities, or use automated bots to manipulate platform transactions or commission structures.
Fees, Charges & Statutory Deductions
Paylix strives for complete transparency in its pricing structure:
- Service Fees: Standard service or convenience fees applicable to specific bill payments or transfers will be displayed in the application interface before PIN confirmation.
- Tax Withholding: Where required by the Federal Board of Revenue (FBR) or provincial revenue authorities, applicable advance income taxes, sales taxes on services, or withholding deductions may be applied to commissions or payouts.
- Fee Modifications: Paylix reserves the right to revise service fee tariffs and commission structures upon prior digital notice to agents.
Dispute Resolution, Failed Transactions & Reversals
In the event of a transaction dispute, system error, or payment discrepancy:
9.1 Lodging an Inquiry
If a customer reports that a paid utility bill was not reflected by the biller, or a mobile load was delayed, the agent must submit a ticket to support@paylix.pk within 7 business days, quoting:
- The unique Paylix System Transaction ID (TxID).
- Date and timestamp of the transaction.
- The customer consumer / mobile reference number.
- A digital copy of the Paylix transaction receipt.
9.2 Investigation & Reversals
Paylix operations will reconcile the transaction with the downstream utility or telecom clearing switch. If the transaction was not executed by the partner provider, the deducted funds will be credited back to your Main Balance upon official settlement confirmation.
Paylix is not responsible for losses resulting from user error, including incorrect consumer numbers, wrong mobile digits entered by the agent, or duplicate payments submitted by the user.
Intellectual Property Rights
All proprietary rights in the Paylix platform, brand name, trademark “Paylix”, tagline “Har Payment, Asaan Payment”, logos, graphics, user interface designs, software source code, database architecture, and documentation are the exclusive property of Paylix Technologies (Pvt.) Ltd..
Agents and merchants are granted a limited, revocable, non-exclusive license to use Paylix marketing materials and signage solely to identify themselves as authorized Paylix service locations during the active term of their account.
Limitation of Liability & Disclaimers
The platform is provided on an “as is” and “as available” basis. To the fullest extent permissible under applicable Pakistani law:
- Paylix does not warrant that services will be uninterrupted, error-free, or entirely free of temporary telecommunications downtime.
- In no event shall Paylix Technologies (Pvt.) Ltd., its directors, employees, or affiliates be liable for indirect, incidental, punitive, or consequential damages, lost profits, or business interruption arising from the use or inability to use the platform.
- Paylix's total aggregate liability arising out of any verified platform claim shall be limited to the actual service fee earned by Paylix on the specific transaction in dispute.
Suspension, Deactivation & Termination
Paylix reserves the right to immediately suspend, restrict, or terminate your account access without prior notice under any of the following circumstances:
- Breach of any provision of these Terms & Conditions or violation of applicable laws.
- Detection of suspicious or fraudulent transactions, money laundering flags, or multiple failed authentication attempts.
- Receipt of formal directives from law enforcement or judicial bodies in Pakistan.
- Inactivity on the account exceeding 180 consecutive days, following appropriate notification.
Upon termination, any legitimate, uncontested Main Balance remaining after deduction of valid fees will be returned to the registered agent following account settlement.
Governing Law & Jurisdiction
These Terms & Conditions, their interpretation, and any disputes arising out of or in connection with them shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan.
The competent courts situated in Karachi, Pakistan shall possess exclusive jurisdiction to adjudicate any legal proceedings, claims, or controversies arising under this agreement.
